Not sure if you can limit gun amounts per team with a MOD, but you can have a MOD created to limit the Sniper Rifle to like 10 rounds, then people will be less likely to pick them. And if they do, then they have to use them sparingly as they will only have 10 rounds.

You can check out www.mohfiles.com and see if they have a server side mod that will accomplish what you need.
