hello i just downloaded this mod and i cant find where to open the window for the commands. i think this mod is like a admin mod and has certain commands a person can use to control the server. am i correct or does it do something else???

Yes, I had the same problem. The included readme file just isn't clear as to what to do to get the menu working.
This is how I got it working:
Copy the autoexec.cfg from the zzz-ForesightMenu_v1.pk3 file to the root of user-fst_totalcontrol.pk3 file.
Edit autoexec.cfg and change the bind so it reads:
bind f9 "togglemenu rconmenu"
Leave the rest unchanged.
Take out the original zzz-ForesightMenu_v1.pk3 from your client mohaa/main.
Put the user-fst_totalcontrol.pk3 in your client mohaa/main.
